The BBC retains all ownership rights, intellectual property (IP), and trademarks for Doctor Who.Distribution: BBC Studios will continue to handle global distribution, licensing, and consumer products.
2. Commercial Rules Work for Hire: The winning independent company is contracted to produce the show on a "work for hire" basis rather than owning the show.
3. Production Guidelines (Terms of Trade)All independent production companies submitting bids must meet specific BBC and Ofcom guidelines, including:UK Production:
The show must be delivered as a UK production in line with Ofcom definitions, with a preference for productions based outside of London.
Diversity & Inclusion: Bidders must meet BBC diversity targets (e.g., representation in production teams), people development, and provide evidence of anti-bullying and harassment training.
Environmental Sustainability: The production must be committed to achieving albert certification and plan to reduce carbon emissions.
Editorial Control: The BBC maintains final editorial control over the finished programmes.
